Agbinifoh B.A Etal (1999) define motivation as a driving force within an individual produced by a state of tension that exists, as the result of an unfulfilled need.
Nwachukwu (1998) “defined motivation as energizing force that induces or competes and maintain behavior” human behavior in motivating goal directed.
He said motivation of workers is not easy, this is to say that the success of any motivation effort depends in the extend to when the motivator meets the needs of the individual employee for whom it is intends. Therefore, motivation is an internal psychological process whose presence or absence is inferred from observed performances. However, motivated behavior has three basic characteristics according to Nwachukwu:
i It result from a felt need: An huge directed tow3ards a need.
ii It is goal directed: It maintained for a long time until satisfied.
iii It is sustained: It is maintained for a long time until satisfied.
P.O Tolokwu (2000) motivation is defined as pre – patent state that energies and guards behavior, also in the same hook, 2 kvwed and blood (1974) reviewed motivation as a predisposition to act in a specific goal directed way.
It can be also viewed in another way as “emotion or desire operating on a person with the will and causing that person to set on the other hand, back of inadequate yet more especially from what one could understand so far as motivation is concerned is what management should not neglect if they want to attain high quality and quality of productivity from workers.” Therefore, management is called and makes necessary changes towards the sanctification of workers through motivation.
According to Barron (1995) motivation can be referred to as inferred internal process that activities, guide and maintained behavior overtime.
Generally speaking when employees enjoy their job, find it challenging and like the job environment, they will put forth their best to perform better. It is also worth nothing that there are some demonstrating factor affecting the public sector in general secretariat in particular, such is lack of modern equipment, lack of basic infrastructure facilities, comparatively low wages, poor working condition promotion and inconsistency in electricity supply.
