BACKGROUND TO THE STUDY
Historically, education has been recognized as a basic human rights since the 1948 adoption of the Universal Declaration of Human Rights. However, the history of formal education in Nigeria have been sufficiently examined and attempt to tread on the well beaten path is needless. In essence, the standard of education of any country is largely dependent on the standard of public schools in that country. Simply put, public School is often used as a yard stick by which a country’s educational growth and development is measured. In the 1970s/80s and early 90s in Nigeria, public schools were more popular because they had discipline, good teachers and adequate facilities for learning.
