ABSTRACT
This research work is a detailed of what is to be obtained in the payroll unit of finance department of Akwa Ibom Water Board Limited, Uyo. The existing system in the establishment is a manual one. The association problem of such manual system and the solution offered by this research work are well put together. Consequently, a computerized payroll system design using a Microsoft Access and Visual basic 2010 as recommended by this project work shall solve these problems of manual system and then create room for efficiency in the overall performance in the establishment. It is believed that adhering to the recommendations made in this write-up will enhance the achievement of all merits accruable to any computerized system. The new designed will provide solution to the problems facing (ASWCL). The program is subject to modification to accommodate future changes in the payroll unit of finance department of AISWCL.
CHAPTER ONE
GENERAL INTRODUCTION
1.1 INTRODUCTION: An employer and employee have suffered a lot of setback due to manual payroll system. This has led to so many operational problem and deficiency. The way this problem can be solved is by designing and implementing a computerized payroll system that is versatile in data processing which has been found very useful in every human endeavor since its mansions into many study, industry, business, science and technology in general.
Payroll is been prepared by organization, committees, government and other business firms, it is also used for the preparation of workers salary daily, weekly or monthly.
The payroll module helps in processing monthly payroll of the employers in an organization. The module maintains staff loans, advance, tax and other deduction from staff pay. It also performs annual increment on the salary of qualified staff each month. The payroll list every employee for whom the computer has prepared a payroll cheque and show for each employee what deduction are earring to arrive at a net pay. This report is reviewed by the manager of the payroll department before the cheques are released for distribution.
1.2 STATEMENT OF THE PROBLEM
Over the years, manual payroll has been used; this method has been proven to be a very ineffective and inefficient as a result. It has brought so many conflicts between employees due to wastage, over paying or short paying due inevitable human factor. As regard to this problem, the interest of a computerized payroll system came into existence since it is faster and efficient in computing staff salary than the manual payroll system.
Some of the problems are:
1. The job of preparing salary payment manually is tedious and causes delay.
2. As a result of the above manual method have a lot of discrepancies.
3. This method encouraging fraud.
1.3 OBJECTIVES OF THE STUDY
This study is intended to design and develop a computerized payroll system for Akwa Ibom State water company Limited, uyo.
This study has the following objectives:
1. To design and implementation of a computerized payroll system for Akwa Ibom Water Company Limited, Uyo.
2. To create a well-arranged database and to ensure data security in the system.
3. To make efficient and accurate computation of a payroll.
1.4 SCOPE\DELIMITATION OF THE STUDY
This study is restricted to Akwa Ibom State Water Company Limited, Uyo, where a computerized payroll system is being replaced with manual system. For it operation this give a better understanding of what it cannot do and their contribution to increase efficiency in our present day economy.
Thus, the computerized payroll system is capable of eliminating all present in adequacies and deficiencies caused by the manual payroll system. This project work can be used to update an employee file that is newly employed or if the staff is being promoted as regarded to their salary structure changes that will need to assign a new grade level automatically.
DELIMITATION: This research work is delimit to Akwa Ibom State Water Company Limited, Uyo.
1.5 LIMITATION OF THE STUDY
This proposed computerized payroll system for Akwa Ibom State Water Company Limited does not support online transaction.
1.6 SIGNIFICANCE OF THE STUDY
The fact gathered from this research
1. Will enable the researcher and the management of Akwa Ibom State Water Company Limited Uyo, to know how effective the organization is, in terms of payroll preparation.
2. The study will serve as an important source of information.
3. It will also be reference material to other category of students who may conduct research in similar or related field.
1.7 DEFINATION OF TERMS
ACCOUNT: Budget – project combination which defines a specific economic activity. The account is used as the key for the master account table and may be used to derive the remaining element of the coding.
ACCOUNT ENTITY: A primary entity which provides financial resources for a position.
ASSIGNMENT ENTITY: A transaction entity which manages the relationship between position and account.
BACK –UP: A copy taken of a file in order to insure recoverability of that file in case of a, or later update failure or data loss. The copy provides an accurate file representation is a result of the file is necessary.
BUDGET: Numeric code for a recognized function within the institution used by payroll to charge expenses and designate responsible.
DATA ENTRY: That unit of computing centre which enters batch data into the computer system.
CODING: The grouping of fund appropriation programs Sub-program, budget, object and project.
ENTITY: A subject that we collect or maintain data about.
PEAR: Payroll expenditure Audit report of the current pay period payment and any retroactivity for proceeding pay periods.
MANUAL CHECK: A manual calculated and prepared payroll check.
PAYTRAN: The transaction process and file for payroll master file data maintenance processer by the payroll office.
COMPUTER: This is an electronic device which is capable of receiving information (data) in a particular form and of performing a sequence of operations in accordance with a predetermined but variable set of procedural instructions (program) to produce a result in the form of information or signal.
WATER: A colourless liquid which forms the seas, lakes, rivers and rain and is the basic of the fluids of living organisms.
DATA: Data are symbols or signals that are input, stored and processed by a computer for output as usable information.
PAYROLL: This is a list of employees who receive salary or wages, together with the amount due to each.
INFORMATION: Things that are or can be known about a given topic, communicable knowledge of something.
